We stayed in Santa Fe because we didn't have reservations. We were there for 2 days. We had our car with us so we didn't ask about a shuttle. I would strongly suggest reservations if you want hookups.
The festival is great. The closer place to stay is the American RV Park or the KOA Albuquerque just north of Albuquerque if they still have reservations available.
We were there a couple of years ago when many of the events/launch were cancelled due to high winds.

Approx 4 years ago Dick and I attended the Balloon Fiesta and stayed right on the grounds -- boondocking -- for 4 or 5 nights. The camping fee included all admissions. We did not have to drive anywhere or use a shuttle. It was a short walk to the rim of the "bowl" and a very short walk to the floor of the "bowl". We attended with the idea that we were there to see the balloons and other sightseeing in the area was not the attraction to us. We never left the site for the duration. The balloons in flight were immediately overhead. We were not part of a rally group--we were independent visitors. I would highly recommend seeing the balloon fiesta from that vantage point.

We just booked ourselves in there for Oct. 6,7,8. How fun is this, only $65/night for dry camping! If we get lucky and someone cancels we will be moved to the full hook-up section for only $125/night. Whew! Glad I am not planning on making that very often. Anyone need a DataStorm installed at the Balloon Festival?

In your post, you mentioned camping fees. To whom? Who would we contact? Boondocking is our love and attending the Festival right on the grounds sounds terrific!
